My dear Er.Yun,

I enclose,

and I would ask you to read to r.Liang,

the portion of my latest letter from Hongkong on the question

of consulting engineers. They have since wired asking me to

report what is being done. The whole thing is a matter of two

or three thousand pounds spent to get the most authoritative

and responsible technical advice on the construction of the line

and the appointment would go far to showing the investing

public that the Yu Chuan Pu line is going to run railways on the best modern principles and system. I sincerely hope you will be able

to persuade Mr.Liang to let me wire that he approves the

proposal. It is evidently most important for uniformity that the

Chinese and British sections should follow the same technical

advice in their system of construction.
